This PR fixes a regression on main where TimedeltaIndex.shift() raised a NullFrequencyError if the index had freq=None, even when the index was regular and its frequency could be inferred.
Please let me know if my approach or fix needs any improvements . I’m open to feedback and happy to make changes based on suggestions.
